Rules it follows
- Fees are claimed by a program address (FeeAuthority PDA), never by a person’s wallet.
- Allocation splits exactly by the configured basis points; rounding dust goes to stakers.
- Everything allocated equals everything claimed plus donations, minus what is still in intake.
- The split can only change within compiled bounds (each 10%–60%, ops ≤ 40%) after an onchain timelock.
